The Ministry of Tourism issued circular no. 19231/19.09.2025, which was communicated, among others, to the Association of Short-Term Rental Companies (Stama Greece). The document specifies the requirements that short-term rental properties must meet as of October 1, 2025, in implementation of Article 3 of Law 5170/2025.

The circular applies both to properties already registered in the Independent Authority for Public Revenue’s (AADE) Short-Term Rental Property Registry (with a Property Registry Number – AMA) and to those that will be registered in the future.

Requirements for short-term rental properties

According to the circular, every property offered for short-term rental must meet the following conditions:

a) they must be primary-use spaces (par. 95 of Article 2 of Law 4067/2012 (A’ 79)) and have natural lighting, ventilation, and air conditioning,

b) they must have liability insurance covering damages or accidents,

c) they must have an electrician’s installation compliance certificate, fire extinguishers and smoke detectors, a residual-current device (RCD) or circuit breaker, and emergency exit signage, and

d) they must have a valid rodent and pest control certificate, a first aid kit, and an emergency contact guide.

A. Primary-use spaces – Natural lighting – Ventilation – Air conditioning

Primary-use spaces of buildings are those intended to serve the main purpose of the building and accommodate users, such as in residential buildings: bedrooms, living rooms, kitchens, offices, with a minimum clear height of 2.50 m (par. 95, Article 2 of Law 4067/2012 (A’79) “New Building Code”).
Auxiliary-use spaces are those not intended for the main use of the building, such as circulation areas, corridors, lobbies, staircases, bathrooms, machine rooms, storage areas, parking spaces, or animal shelters (par. 96, Article 2 of Law 4067/2012 (A’79)).

Note: The minimum permitted clear height for primary-use spaces before the Building Code was 2.40 m (par. 1.1.1. of Article 7 of Decision ΥΠΕΝ/ΔΑΟΚΑ/66006/2360 (Building Regulation) (B’ 3985/22.06.2023)).

The legality of a space is proven by its building permit and/or legalization under urban planning laws.

  • Natural lighting: Bedrooms must have natural light from external walls or roofs, through openings covering at least 10% of their net floor area.

  • Natural ventilation: Bedrooms must have openings covering at least 5% of their net floor area.

  • Windows must face a common-use space, an uncovered space of the lot/building, or an open semi-outdoor area.

  • Air conditioning: Bedrooms must be equipped with heating/cooling air conditioners (split or portable), with quiet, automated operation ensuring comfort and well-being. Where external units cannot be installed on facades, portable air conditioners are recommended. Air conditioning is not mandatory for properties located in mountainous areas above 600m altitude.

B. Liability insurance

Each property rented short-term must have an active liability insurance policy, covering damages or accidents, issued by a legally licensed insurance company.

The registry of licensed (re)insurance companies is available on the Bank of Greece website (Registry of (Re)Insurance Companies).

C. Electrician’s compliance certificate – Fire safety – Emergency signage

Each short-term rental property must have a valid Electrician’s Installation Compliance Certificate (ΥΔΕ), confirming the presence of an RCD or circuit breaker. Details are available here: (ΥΔΕ and related forms | DEDDIE).

  • Fire extinguishers: One portable powder- or water-based extinguisher of at least 6 kg per 100 sq.m. of gross area, as per par. 2.5.1., Article 2, Chapter B of Presidential Decree 41/2018 “Building Fire Safety Regulation” (A’ 80) for temporary accommodation. The extinguisher must have a firefighting capacity of 21A-113B-C.

  • Smoke detectors: Autonomous smoke detectors must be installed on the ceiling, covering at least the bedrooms and kitchen areas.

  • Emergency lighting and signage: Properties must have safety lighting at all exits and emergency exit signage.

D. Rodent and pest control certificate – First aid kit – Emergency contact guide

Each short-term rental property must hold a valid rodent and pest control certificate from licensed companies.

The first aid kit must be labeled in Greek and English “ΠΡΩΤΕΣ ΒΟΗΘΕΙΕΣ / FIRST AID KIT” and contain at least the following items:
